1. Purpose
To manage safely and effectively the operational, engineering activities to deliver the logistics excellency and complying to HSE Requirement and Shell Group Business Principles (SGBP).
The scope of the position include:
• Management of LPG Terminal/Filling Plant in Haiphong including jetty and shipping activities, as well as other operational locations within Vietnam including current and future 3rd party contractual arrangements
• Liaison with LPG supply and distribution activities and, support formulation as well as efficient execution of supply chain logistics strategies
• Proper operation and maintenance of cylinders, bulk road transport vehicles and other related assets/facilities
• Be responsible to apply and continuously improve HSSE standards in all areas of operations and contribute to effective HSE Management System of the company.
• Negotiation of key contracts in line with company policy and managing ongoing contracts

KEY ACCOUNTABILITIES
• Compliance to all Company Policies and ensuring such compliance cascades through the operations function where necessary with support from other relevant functions and staff in the organization.
• Proper operation, maintenance and management of operational assets including 3rd party contracts
• Plant change and improvement as appropriate following change procedures and Design, Operation and Maintenance standards of Shell
• Implement performance management process for all operational staff including self liaising with HR and peer input from global organization (where necessary)
• Cost management through proper budgeting/expenses monitoring for operations, maintenance and capital expenditure
• Stock management and reconciliation liaising with supply and distribution function
• Revise and update business continuity plans
• Revise and update relevant HSE Cases, Emergency Response Plans and implement Remedial Action Plans
• Carry line responsibility for HSSE in all areas under operations
• Legal compliance at all times
HSSE
• HSE target as per HSE annual plan and GPA
• “ Champion” promoting proactive HSE culture in the organization.
• Implement the annual HSE requirements of the job as agreed with own supervisor in order to fulfill the organization's targets and improve the HSE culture of the organization
• Participate in all HSE related programs and activities of the company that require his/her presence and provide a personal contribution to the improvement of the implementation of the HSE management system in the company

PROFILE OF THE CANDIDATE
• The job requires equivalent to an university level academic education preferably in Electro-Mechanical Engineering, Chemical or Process Engineering combined with experience in Supply Chain Logistics Operations and Management. Ability to interact well with external stakeholders and experience in contract negotiation/management will be added advantage.
• It requires staff managing skill and business planning experience with a good working relationship with local authorities and a knowledge of the industry and its people.
• The job also requires very good team leadership and motivation qualities and must be able to work well with other functions/teams within and outside the sector and company.
• Should possess sufficient IT literacy and be able to oversee administrative matters in operations function
• Should be able to travel to any part of the country, and have good communication skills.
